Massive TDCJ Training & Leadership Center Nears Completion
HUNTSVILLE, TEXAS — A major new law enforcement training hub is almost finished in Huntsville — the Bryan Collier Leadership & Training Center, rising behind the Home Depot on Veterans Memorial Parkway. Officials say the project is on schedule and will open this September.
The announcement came during today’s Texas Board of Criminal Justice meeting at the Texas Prison Museum, where board members previewed the facility’s final construction phase and its role in shaping the next generation of TDCJ employees.
Board Chairman Eric Nichols emphasized the significance of naming the center after former Executive Director Bryan Collier, calling his decades of service “profound and lasting.”
Nichols said the new center was built with flexibility and modernization at its core, “This facility represents a major investment in the future of our workforce… intentionally designed to adapt to a wide array of training needs.”
He highlighted the center’s 43,195‑sq‑ft main building, which includes:
- Modern classrooms that can be divided or expanded
- A large assembly hall for agency‑wide gatherings
- A recording studio for curriculum development
- A virtual‑reality training room
- A mock cell for hands‑on correctional officer training
- A physical‑training room with an overhead observation catwalk
- Staff support areas, including break rooms, exercise space, and lockers
- A commissary for trainees
Nichols also confirmed the center will support up to 400 trainees at once, serving:
- Leadership development programs
- Parole officer training
- Advanced Correctional Officer Training Academy
- Crisis Response Teams
- Windham School District staff
He also stated a memorial wall will sit between the main building and the firing range, “It will serve as a lasting tribute to our fallen officers… ensuring we never forget those who made the ultimate sacrifice.”
A separate 11,407‑sq‑ft barracks building will house up to 80 trainees, with:
- Four dorm wings (men’s & women’s)
- Restrooms and showers in each wing
- A shared living room and kitchenette
- A barbecue pit on site
The standalone 8,933‑sq‑ft indoor firing range includes:
- Six lanes
- 50‑yard distance
- Capability for up to a .308 rifle training
- Weapons issue, control, and cleaning rooms
- Office and support areas
Nichols said board members have toured the range, “I can confirm it will be a first‑class facility for firearms training and qualification.”
TDCJ Facilities Division Project Manager Charles Breder provided a detailed construction update, “The main building is around 95 to 96% complete… the dormitory is about 92 to 94%… and the range is around 98%.”
Breder emphasized the building’s adaptability, “We have three classrooms that can open into a one, two, three, or four‑room configuration… plus exterior fenced areas for vehicle searches, bus training, and other scenarios.”
He confirmed the project remains on schedule, “Our original completion date was July 22 — and it’s still July 22.”

The Construction is being led by J.T. Vaughn Construction and multiple subcontractors with strong TDCJ project backgrounds. The new training facility will combine a total of 63,535 gross sq-ft.
Nichols closed today’s meeting by thanking state leadership and TDCJ staff, “This effort will provide great dividends to the public safety of all Texans.”
