Child Predator Gets Life In TDCJ Without Parole

CONROE, TEXAS — A Montgomery County jury has sentenced Shawn Joseph Mullen, 35, to life in prison without the possibility of parole after finding him guilty of Continuous Sexual Abuse of a Child. The verdict was delivered on July 28, 2026, in the 9th District Court before Judge Phil Grant.

The case began in October 2024 when information developed through the ICAC Task Force indicated that a child was in immediate danger. Former Montgomery County Precinct 3 ICAC Detective Ashley Walker launched an urgent investigation and located the victim within 48 hours, ensuring the child’s safety.

As the investigation expanded, Precinct 3 ICAC investigators worked with the Houston Metro ICAC Task Force to execute a search warrant at Mullen’s Harris County home. At the same time, authorities arrested Mullen at his workplace. Digital forensics investigator C. McKelvy examined multiple electronic devices tied to Mullen, uncovering years of corroborating digital evidence, thousands of images of child sexual abuse material, and secret recordings of the victim and the victim’s sister inside a residence.

During the trial, prosecutors Frances Manzo and Donna Hansen presented evidence showing Mullen repeatedly sexually abused the victim over several years, beginning when the child was nine. Montgomery County District Attorney Mike Holley said the jury’s decision ensured Mullen “forfeited the rest of his own life” after stealing the child’s safety and innocence.

Manzo noted that the case’s first victory came when investigators acted immediately to rescue the child, and that every step afterward helped build the case that led to the life‑without‑parole sentence.

Holley praised the coordinated efforts of the Montgomery County Precinct 3 ICAC Unit, the Houston Metro ICAC Task Force, the Montgomery County District Attorney’s Office Digital Forensics Unit, Children’s Safe Harbor, and all personnel involved in securing the conviction.
