21 “Johns” Arrested Near Local School
NORTH HARRIS COUNTY – Constable Mark Herman’s Criminal Investigations Division, Special Operations Unit, and Drone Operations Unit concluded a multi‑day street level operation in Harris County Precinct Four, focusing on solicitation enforcement and related elements of human trafficking investigations. The operation was conducted in an area that included streets near a local school.
According to the agency, twenty‑one men ranging from their early 20s to late 60s were arrested after allegedly offering payment for illegal conduct to undercover personnel. Each was charged with Solicitation, a state jail felony under Texas law.
Detectives reported several additional charges and findings during the operation:
- Michael Anderson and Ricky Salazar were charged with felony Possession of a Controlled Substance.
- Christopher Williams, Jamison Aguilar, and Todd McClelland were found to have multiple outstanding warrants for unrelated offenses.
- Daniel Vaughn, identified as a registered sex offender and retired police officer, has a prior conviction for Indecency with a Child.
- Joshua Johnson and Keith Parish received additional charges for Unlawful Carry of a Weapon.
- Moises Zacarias was found to have an ICE investigative hold.
- John Ervings, also a registered sex offender, has past criminal history including Indecent Assault of a Child.
- Jamison Aguilar was additionally charged with Displaying a Fictitious License Plate.
Investigators noted that multiple defendants had prior arrests or convictions for violent offenses including assault, kidnapping, and drug related crimes.
Constable Mark Herman said the operation reflects his office’s commitment to addressing both sides of criminal activity connected to exploitation. “A safe environment for our communities is our top priority. I believe in fighting Human Trafficking and Soliciting from both the supply and the demand facets,” Herman stated.
