Willis Shuts Off Flock Camera System Pending City Council Review

WILLIS, TEXAS — The City of Willis has officially shut down its Flock Safety license plate recognition system, announcing that all cameras were discontinued and turned off as of September 8, 2026. The decision comes after residents raised questions and concerns about the system’s use within city limits.

Mayor William Brown said the issue will now move to the Willis City Council for discussion and consideration. Council members will determine whether the city will modify, reinstate, or permanently discontinue the program.

In a statement, Brown emphasized that public safety remains a top priority, but noted that the city must ensure its tools and technologies are properly reviewed and aligned with community expectations. He acknowledged the residents who voiced concerns, saying, “We heard you.”

The mayor added that additional information will be released as the council evaluates the matter and decides on next steps.

The Flock system, widely used across Texas, captures vehicle license plates and alerts law enforcement to stolen vehicles, wanted suspects, and other flagged entries. Its use has sparked debate in many communities over privacy, data retention, and the balance between technology driven policing and civil liberties.

The City of Willis has not yet indicated whether the shutdown is temporary or could lead to a long term policy change. The upcoming council review will determine the future of the program.
