Howard faces three felony charges:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prohibited Substances in a Correctional\/Civil Commitment Facility, a third\u2011degree felony in Texas, carrying a possible sentence of 2 to 10 years in prison.<\/li>\n\n\n\n<li>Bribery \u2014 Under Texas law, bribery is a second\u2011degree felony, punishable by 2 to 20 years in prison.<\/li>\n\n\n\n<li>Engaging in Organized Criminal Activity, carrying 2 to 20 years in prison.<\/li>\n<\/ul>\n\n\n\n<p>A court approved bond was set at $20,000 per charge, totaling $60,000.<\/p>\n\n\n\n<p>Howard was released from the Walker County Jail on Saturday, June 27, 2026, after posting more than $60,000 in bonds.<\/p>\n\n\n\n<p>On June 10th, the Ellis Unit\u2019s Facebook page for the TDCJ O.B. Ellis Unit publicly recognized Howard as one of its Non\u2011Uniformed Employees of the Month, posting:<\/p>\n\n\n\n<p>\u201cThe O.B. Ellis Unit would like to congratulate our June Non\u2011Uniformed Employee\u2019s of the Month!<br>Manager II \u2013 J. Howard\u201d<\/p>\n\n\n\n<p>The recognition came just 16 days before his arrest.<\/p>\n\n\n\n<p>If convicted, Howard could face multiple felony sentences, including potential stacked penalties.
