The operation was part of a months\u2011long effort targeting corruption and contraband pipelines inside TDCJ facilities.<\/p>\n\n\n\n<p>Dunn later admitted she had previously smuggled cell phones, narcotics, and other prohibited items into the unit while employed as a correctional officer. Her admissions, combined with the undercover evidence, led to her conviction and decade long sentence in the same prison system where she once worked.<\/p>\n\n\n\n<p>Dunn\u2019s punishment reflects the enhanced criminal penalties enacted by the Texas Legislature in recent years to combat contraband smuggling by public servants. Lawmakers strengthened several statutes after a surge in corruption cases involving correctional officers, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Texas Penal Code \u00a738.11 which makes providing prohibited substances or items to inmates a felony, with increased penalties when committed by a public servant.<\/li>\n\n\n\n<li>Texas Government Code \u00a7493.024 authorizing TDCJ and OIG to aggressively investigate and prosecute staff\u2011related contraband operations.<\/li>\n\n\n\n<li>Legislative enhancements in 2023\u20132025 which raised sentencing ranges, expanded definitions of \u201ccontraband,\u201d and increased penalties when the offense involves dangerous drugs such as methamphetamine.<\/li>\n<\/ul>\n\n\n\n<p>Under these enhancements, public officials who introduce contraband into a correctional facility face steeper felony classifications, mandatory minimums in some cases, and sentencing guidelines that emphasize deterrence and institutional security.<\/p>\n\n\n\n<p>OIG officials said Dunn\u2019s actions directly undermined the safety of staff and inmates at the Boyd Unit. Methamphetamine and cell phones are among the most dangerous forms of contraband in Texas prisons, often linked to gang activity, extortion, and violence.<\/p>\n\n\n\n<p>The undercover operation that caught Dunn was part of a broader statewide push to dismantle internal smuggling networks and hold corrupt employees accountable under the strengthened laws.<\/p>\n\n\n\n<p>Dunn will serve her 10\u2011year sentence in the Texas Department of Criminal Justice.
