To earn this distinction, the City\u2019s budget document was evaluated against nationally recognized guidelines that measure how effectively it serves as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a policy document<\/li>\n\n\n\n<li>a financial plan<\/li>\n\n\n\n<li>an operations guide<\/li>\n\n\n\n<li>a communications device<\/li>\n<\/ul>\n\n\n\n<p>Budget submissions must be rated \u201cproficient\u201d in all four categories and meet fourteen mandatory criteria to qualify for the award.<\/p>\n\n\n\n<p>\u201cThis recognition reflects the dedication of our staff and leadership to maintaining transparency and accountability in how we plan and manage public funds,\u201d said city officials. \u201cWe are proud to be recognized among the top municipalities in North America for excellence in budgeting.\u201d<\/p>\n\n\n\n<p>More than 1,900 governments participate in GFOA\u2019s Budget Awards Program, which highlights entities that set the standard for effective financial communication and planning.
